About Emergency Management

Emergencies and disasters can strike at any time so it's important that everyone in the community is prepared.

Civil Defence Emergency Management operates as an all of council function. The Council employs an Emergency Management Officer to help to enable our communities are aware of and resilient to the hazards they face. 

Emergency Management is not just a Council function.  It is an integrated activity that involves many agencies, such as the emergency services and social service organisations, to ensure a successful community response.

QLDC has an Emergency Management plan in place for the district. The plan identifies the organisations needed to maintain social stability and encourage rapid recovery in the event of a significant emergencyThe current plan will be reviewed and updated in late 2012.

In the event of an actual or potential emergency, the Mayor or an available councillor determines whether a state of emergency is necessary.  When significant responses occur, whether a declared state of emergency is in effect or not, an incident management team is formed to set priorities and coordinate a response.  In a declared emergency this is done under the direction and coordination of a Local Emergency Controller. 

Emergency, medical and health services, utility operators and welfare agencies will continue to manage their organisations and individual responses, but they are required to do so under the coordination of the Local Controller.   

QLDC is a member of the Otago Civil Defence Emergency Management Group, a partnership of local authorities and emergency response organisations across the region.  It is this framework that we rely on for support and wider coordination when emergencies occur that are beyond the resources immediately available in the district.  National assistance is requested and coordinated through the regional framework.
