Queenstown Airport Corporation Limited (QAC) is a Council-Controlled Trading Organisation (CCTO) with two shareholders – Queenstown Lakes District Council (75.1%) and Auckland Airport (24.9%). QAC is charged with the responsibility of ensuring that Queenstown Airport, a critical national infrastructure asset, is efficient, operationally robust and provides value for money. QAC strives to deliver world-class facilities and an outstanding passenger experience into Queenstown Lakes District, and reflect the best of what our region has to offer.

Statement of Intent

QAC is guided by two key documents; its constitution and a Statement of Intent (SOI). The SOI is produced annually in accordance with the Local Government Act 2002, and the latest versions can be found below for the last seven years as per section 64(9) of the Act.     

Statement of Expectation

As majority shareholder, QLDC has adopted the following Statement of Expectation for the period commencing 1 July 2024.

Council-Controlled Trading Organisation Governance Manual

In March 2023 Council adopted a manual to guide decision making around its CCO/CCTOs, including the QAC. 

Airport Impact Assessments

In late 2019 / early 2020, professional services firm MartinJenkins undertook an independent socio-economic impact assessment of the district's airport infrastructure. The assessment looked at a number of quantifiable and non-quantifiable impacts (cultural, social, environmental and economic) aligning with the four well-beings defined by the Local Government Act 2002. These impacts were assessed against four possible future development scenarios for the airport infrastructure, and the resulting report intended to inform future decision-making on potential airport development.
