Private Plan Change Application - The Hills Resort Zone
Queenstown Lakes District Council formally received an application on November 14th, 2024, requesting a private plan change to the Proposed District Plan’s The Hills Resort Zone (Chapter 47). The Council is currently processing the application as required under the RMA. . A decision is yet to be made on the application, and the Council is now publicly notifying the Plan Change Request for submissions.
The Plan Change request includes requested amendments to Chapter 47 The Hills Resort, Chapter 25 Earthworks and Chapter 27 Subdivision and Development of the Proposed District Plan.
Current Status of Application: The Private Plan change was accepted for Notification by the Planning and Strategy Committee on June 23rd, 2025. The Private Plan change request was publicly notified on August 15, 2025. The closing date for submissions is September 12th 2025.

Make a Submission
When a person or group makes a submission or further submission on a District Plan or Plan Change this is public information.
Please note that by making a submission your personal details, including your name and addresses will be made publicly available under the Resource Management Act 1991. This is because, under the Act, any further submission supporting or opposing your submission must be forwarded to you as well as to QLDC.
There are limited circumstances when your submission or your contact details can be kept confidential. If you consider you have compelling reasons why your submission or your contact details should be kept confidential, please contact the District Plan Administrator on 03 441 0499 or email dp.hearings@qldc.govt.nz to discuss.
Submissions close 12th September 2025.
You can make a submission online or by email with the subject line: Private Plan Change 1 - The Hills Resort Zone: pdpsubmission@qldc.govt.nz
You may also make a submission by post: Queenstown Lakes District Council, Private Bag 50072, Queenstown 9348, Attention: Proposed District Plan PC 1 The Hills Resort Zone
If you wish to hand-deliver your submission, you can take it to: 10 Gorge Road or 47 Ardmore Street Wānaka
