Subdivision Code of Practice (CoP)

Our Land Development and Subdivision Code of Practice (CoP) sets out the minimum standards that must be met for works and infrastructure constructed within a new development.
The applicable CoP to your development is listed within your consent conditions, however we encourage all developments where older versions are referenced to meet the 2025 CoP where possible. This is because the 2025 CoP provides requirements closer aligned with current best practice.
We’re taking community feedback on the current Code of Practice for Land Development and Subdivisions
This February, we're looking for feedback to help inform the scope of our Code of Practice updates, with a particular focus on roading and transportation provisions.

Following the implementation of the new nationwide Asset Management Data Standard (AMDS), we now have new AWM (previously RAMM) Asset Register packages which replace the previous single QLDC RAMM Roading Asset Register.
AMDS will achieve more consistent and comparable data across the country which then enables us to make more efficient, informed and clear decisions leading to better outcomes for our district.
Please note that the process has not changed and you are still required to supply the AWM (previously RAMM) data in spreadsheet format – however, instead of having one sheet with lots of different tabs, we now have more specific packages for each asset group (see overview table below for the packages and the included assets).
For support on the new sheets and input fields, please take a look at our corresponding help notes for each package as well as our Storymap (QLDC AWM ASBUILTS (arcgis.com)) – future trainings are planned this year.
Note: As we are continuously improving these new AWM sheet packages and the data schema is evolving, please always DOWNLOAD THE LATEST PACKAGE to make sure you are using our latest version as we won’t be supporting any older versions anymore once newer ones are available on our website.

Three Waters submissions
For Three Waters, all projects must be submitted through the Three Waters AsBuilts or the QLDC 3 Waters Facilities Asset Register at project completion. These are essential for ensuring complete network records and alignment with our districtwide asset management requirements.
Three Waters Submission Requirements
The only approved method for submitting as‑builts for Three Waters underground assets at QLDC is the ArcGIS submission process detailed in the downloadable ZIP package below.
All Three Waters underground asset as‑builts must be submitted using this method.
For Three Waters Facilities (e.g., pump stations, reservoirs, treatment facilities), the Facilities Asset Register spreadsheet must be submitted directly through:

The Asset Management Team is able to offer 1–2 hours of free support. Requests exceeding this timeframe may incur charges, which will be communicated beforehand.

To be used for Parks & Open Spaces and Three Waters underground assets.
