About the project
From August 2026, Queenstown Lakes District Council will be upgrading the water supply infrastructure along Frankton Road, including areas near Marina Drive, Sugar Lane, Perkins Road and Frankton Track
The upgrade will improve the resilience and reliability of the district’s drinking water network, reducing the risk of watermain failures and unplanned supply disruptions.
The upgrade involves installing a new, larger watermain and replacing smaller water supply pipes and property connections. Crews will trench, weld and lay the new pipes, test and commission the upgraded network, decommission sections of the existing watermain, and reinstate affected roads, footpaths and berms.

Traffic management will change as the work progresses along the route. It may include:
Temporary 30km/h speed limits.
Lane shifts and temporary traffic signals or manually controlled traffic.
Short-duration local road closures, with residential access maintained where practicable.
Temporary pedestrian detours or managed access around the work area.
Temporary changes to bus stops and on-street parking.
No-parking cones placed approximately 24–48 hours before work reaches an area.
Frankton Road will remain open throughout the works. Pedestrian access to Frankton Track and existing detours will be maintained.
Normal working hours are expected to be 7.30am to 6.30pm, Monday to Friday for day works, and 9.00pm to 5.00am, Sunday to Thursday for night works.

Residents can expect the following points during construction:
The contractor will contact residents before work reaches their property or driveway.
Access to properties will be maintained, although short delays or temporary access restrictions may sometimes be necessary.
Residents may experience periods of construction noise, lighting, vibration and vehicle movements, particularly during night works. Crews will work to minimise disruption wherever possible.
Advance notice will be provided for any planned water shutdowns.
Where rubbish collection is affected, arrangements will be made to move bins to an accessible location.
We appreciate that these works may cause disruption, and we are committed to working with affected residents to minimise these impacts wherever reasonably possible.

Stages of work
Works will move progressively along the route, and not all areas will be affected at the same time. Some night works will be required, but Frankton Road will remain open throughout the project.

Early August | From Monday 3 August, crews will begin site establishment and preparation, near Marina Drive and Frankton Road. This will include delivery of plant and equipment, and initial enabling works. |
Mid August – late September | From mid-August crews will undertake watermain and property connections along Frankton Track. |
Late August – mid September | From late August, night works are expected along the non-lake side of Frankton Road, including the Old Oak retaining wall area. |
Mid September – mid October | From September, night works are expected around Marina Drive, Sugar Lane and the adjoining section of Frankton Road, as well as along the northern side of Frankton Road between the Marina/Sugar Lane area and Perkins Road. |
October | Watermain installation and reinstatement around the Perkins Road intersection. |
November | Property and network connections, testing, commissioning, reinstatement. |
Some activities may occur at the same time where separate work areas can be operated safely. Dates may change due to weather, ground conditions or other unforeseen circumstances. We expect to complete the main works by December 2026.
